Council to dig through your rubbish?
Local government councils have become increasingly frustrated with residents who are refusing to recycle their rubbish correctly and are planning to impose additional fees for those who continually do the wrong thing.
Council rangers will investigate households who fill their wheely bins with the wrong rubbish and will penalise them following four warnings.

How pathetic can this Penrith Council get. Why not embark on an education program of the ignoramuses, ferals, grunges,dunces,clowns and apes that they serve with a view to correcting the situation. If that doesn't work, then fine them!
