George street in CBD a no-go zone?

What we need implemented on George Street Sydney and indeed every street is 100% zero tolerance which was highly successful in New York!
Even minor offences such as spitting on footpaths, railway station steps etc should be clamped down and on the spot infringements issued. Drunken offenders should be placed in cells until sober - then fined $500 - enforceable through the court. I remember back in the 70's we used to happily go Christmas window shopping at night down George Street and all around town. I think we need a volunteer, citizens police force to assist. With willing ex-military personnel and security officers included. For a different approach, our unable police should be issued with chinese net-guns to capture these drunken animals and lock them up for everyones good.
